Pool Re launches TERRA by Pool Re for terrorism resilience assessment

Combining protective security guidance – including from the police service and the National Protective Security Authority, along with Pool Re’s own understanding of the intent and capabilities of UK terrorists – TERRA by Pool Re delivers tailored insights for businesses. It prioritises sites for self-assessment from a policyholder portfolio based on terrorism threat, assessing each location’s alignment with Best Practice mitigation guidance before giving an overall grade upon completion.

Weblinks to the sources of Best Practice, plus recommendations for effective risk management, are also provided.

The level of alignment demonstrated by the assessed properties is evidenced through a downloadable pack at the end of the assessment process, which can then be presented to insurers, giving a clearer understanding of a given policyholder’s resilience to terrorism, supporting constructive and more informed dialogue when underwriting the policy.

Section 27 guidance

Back in April, Pool Re welcomed the publication of the Home Office’s Section 27 guidance supporting the implementation of the Terrorism (Protection of Premises) Act 2025, otherwise known as Martyn’s Law.

This guidance will be instrumental in explaining how qualifying premises and events can comply with the legislative requirements in support of increased public safety, preparedness for and protection against terrorist attack.

Pool Re has paid tribute to the “tireless campaign” in support of the legislation spearheaded by Figen Murray OBE and commended the work by the Home Office team ahead of publication of the guidance.

The Section 27 guidance is inclusive of nine chapters detailing the context of the legislation, qualification for premises and events, where legal responsibilities will exist and the requirements of the Act of Parliament. In support, supplementary documentation provides further information, illustrative examples and further resources.

Preparation time 

Pool Re encourages those premises and events that expect to be in-scope of Martyn’s Law to begin their review of the guidance such that they’re adequately prepared for when the legislation comes into force.

Further supporting materials are expected to be published by the Home Office to help organisations understand the requirements placed on them, particularly so in recognition that compliance can be achieved without the need for procurement of specialist services.
