Carlisle Support Services launches Martyn’s Law self-assessment tool

The free Martyn’s Law Scorecard actively helps businesses and public venue management teams to assess whether their premises are in-scope and also their current level of preparedness.

This self-assessment tool eliminates static checklist models by allowing venue operators to answer 30 scenario-based questions regarding their current security posture. Upon completion, the tool instantly generates a comprehensive, high-level and personalised report evaluating the organisation across four core pillars: ‘Understanding of Terrorist Threats’, ‘Protection Procedures’, ‘Protection Measures’ and the ‘Effectiveness of Measures’.

Crucially, failing to establish these safety foundations carries severe civil sanctions under the new legislation. The designated regulator (ie the Security Industry Authority) holds the authority to issue Enforcement Notices and impose substantial financial penalties for non-compliance, which can scale up to a fixed £10,000 penalty for Standard Tier properties and reach up to £18 million (or 5% of global revenue) for Enhanced Tier venue operators.

Improving protection

Named in honour of Martyn Hett, one of the victims of the 2017 Manchester Arena bombing, the legislation aims to improve terrorism protection at publicly accessible spaces. The Act of Parliament introduces a mandatory statutory framework requiring venue operators to understand, actively evaluate and strengthen defence mechanisms against terrorist activity.

The Act establishes a tiered framework of statutory duties based on capacity. Standard Tier premises (with capacities of 200 to 799 people) must implement low-cost public protection procedures, while Enhanced Tier premises and qualifying events (featuring capacities of 800 or more) face stricter obligations, including comprehensive vulnerability assessments and robust security measures.
