FACEWATCH, THE provider of live facial recognition technology for UK retailers, has appointed Dean Armstrong KC as the organisation’s data protection officer. Armstrong is one of the UK’s most senior and widely cited barristers when it comes to the subjects of data protection, cyber law and Artificial Intelligence (AI).
Armstrong’s appointment as data protection officer (DPO), a statutory role under the terms of the UK’s General Data Protection Regulation (GDPR), brings to Facewatch a level of legal seniority rarely seen in the data protection function of a private company.
According to Nick Fisher (CEO at Facewatch), this development reflects the company’s view that the responsibilities of operating live facial recognition technology at scale require oversight of the highest possible standard.
“Dean is one of the most respected legal minds in the country on data protection, AI and the laws that governs them,” urged Fisher. “His arrival as our data protection officer is very much a statement of intent.”
Fisher continued: “The UK is ahead of almost every comparable market in the world in the responsible commercial use of live facial recognition, and the retail sector here is leading that adoption. Further, Fisher stated: “Dean’s experience, including his work advising in this exact field, means that we have appointed someone who understands the technology, the legal framework and the important wider public interest considerations. Defining moment
The appointment comes at a defining moment for the technology in the UK. Britain has emerged as the most mature market in the world for the commercial deployment of live facial recognition in retail, with adoption accelerating against a backdrop of expanding use by police forces and growing public debate over the framework within which the technology operates.
Dean Armstrong KC observed: “Live facial recognition technology raises important questions around governance, accountability and proportionality, particularly so as system adoption grows across both the public and private sectors. Repeat offending
Facewatch operates as a data controller under the UK’s GDPR and provides live facial recognition technology to a growing number of retailers across the nation, alerting retail teams instantly when individuals previously involved in criminal behaviour enter a protected store.
The company’s technology, which is used by more than 125 retailers operating thousands of stores across the UK, has helped to deter repeat offending by up to 70% in stores, while in parallel improving staff safety and morale at a time when, according to the British Retail Consortium, there are still thousands of incidents of abuse and violence perpetrated against shop workers.
In 2025 alone, the Facewatch system generated more than 500,000 real-time alerts of known offenders, with each alert representing a crime deterred or a member of shop staff spared from abuse (or worse).
